These factors could also point to Harry Truman:
1. The sheriff certainly has freedom to roam.
2. It would be reasonable for either Harry or
the Sheriffs Dept. to have a boat.
3. I don't know what his motive is. Several others have
already advanced theories on this point.
4. He could make Leo go away.
5. He knows Josie.
