Thats it! It was the communications company that somehow secretly 
inserted

   /COOPER/COOPER/COOPER/COOPER

and

   /THE/OWLS/ARE/NOT/WHAT/THEY/SEEM

into the papers that Major Briggs showed to Cooper.
