I grew up (partly) in a town of 17000 plus a university and it had at
least one such store (this was 30 years ago, maybe it's a KMart now).
Twin Peaks has a population around 50000, believe it or not,* so it
seems quite likely to me.  This also explains how we see characters
who we think ought to know each other, but don't.
